Why this matters

The failure mode we prevent

When “consent” can be represented without proving notice-first sequencing, the result is a scalable failure mode: surveillance-by-default becomes normal, accountability becomes non-operational, and rights become paperwork instead of control.

Track two, the directory

The public transparency directory pilot

In Canada, Global Privacy Rights is the operator. It runs a public transparency directory as a research and development pilot: the surface on which notice before identification is tested in the open. That pilot is what this track funds.

A separate private controller registry serves 0PN Broadcasting. That is a service surface and it is not funded here. This track funds GPR’s research programme and its Level 0 node, and no amount on this page buys a listing, an entry, a badge, placement or priority at any rung.

Four things you can check yourself

The signal and directory run today at 0pn.org/badge, with a first factor notice presented before any entry is created.
The assurance ladder is published at /assurance, and every rung states what was not checked.
Our own disclosure record is published at /.well-known/transparency/cir.json, in the same form we ask of a listing.
Three legislative and framework assessments, and a comparative of all three, are published at /research.

What the money is for

The ask is the rungs, not the claim

Level 0 of the directory is live and says on its face that nobody checked it. Level 2, where verification and digital consent controls actually live, is not built. This is what it costs to build it in public.

Running Level 0 costs little in cash and a great deal in unpaid time. That gap is the honest case for funding, and these amounts pay for time and for published output rather than for hosting.

Verification Build Partner

Funds the one-off build of Level 2 verification: entries checked against an authoritative registry, and receipts that can be notarised. Delivered as an open specification, a public conformance test suite and a published build report.

Funds one full year of the pilot as a research programme: intake and review of Level 0 entries, the correction-event record, and four published findings notes under Global Privacy Rights as publisher of record.

Funds one named, scoped assessment published at /research, on an instrument or jurisdiction you name. You name the scope. We own the finding, there is no pre-publication approval, and your funding is disclosed in the report.
